우리는 처음부터 트럼프가 경멸스런 사람이라는 사실을 알고 있었다. 그리고 최근에 발표된 뮬러 특검 보고서는 우리가 이미 알고 있는 내용을 확인해줬다.
비록 뮬러 특검이 트럼프팀과 러시아가 공모했다는 증거를 찾아내지는 못했지만 트럼프팀이 러시아의 도움을 환영했다는 증거는 넘친다. 사법 방해와 관련, 뮬러 특검은 기본적으로 트럼프의 사법 방해 행위가 있었지만 기소를 하느냐는 자기 소관이 아니라고 말했다. 이는 연방의회의 몫이다.
뮬러 특럼이 트럼프를 사법 방해로 기소해야 하느냐의 질문에 답을 하지 않았지만 우리는 트럼프의 사법 방해가 다분하다는 사실을 잘 알고 있다. 하지만 그의 측근와 각료들이 개입하는 바람에 그렇게 하지 못한 것 뿐이다.
실질적인 방해를 하지 않았으니 그가 무죄라는 뜻일까? 나는 그렇게 생각하지 않는다. 트럼프는 다만 사기에 실패한 사기꾼일 뿐이다.
민주당은 트럼프에 대한 탄핵 여부를 결정해야 한다. 현재 트럼프의 직무수행 긍정 평가는 39%에 불과하지만 유권자의 34%만이 트럼프의 탄핵을 지지하고 있다. 하지만 부정 평가가 57%에 이른다는 사실에 주목할 필요가 있다.
민주당원 59%는 트럼프에 대한 탄핵을 지지하고 있다. 물론 예상대로 공화당원은 대부분 탄핵에 반대 입장르 보이고 있다.
엘리자베스 워런을 제외한 대부분의 민주당 대선 후보들은 이 문제에 대해 시큰둥한 자세다. 탄핵을 본격 추진함으로서 트럼프 진영이 결집하는 것을 원치 않기 때문이다.
그럼 과연 민주당이 어떤 전략을 세워야 하나? 다음과 같은 방법이 있을 수 있다고 생각한다.
1. 뮬러 특검 보고서 전문을 입수해야 한다. 우리는 윌리엄 바 연방법무장관을 공평한 사법 중재인으로 신뢰할 수 없다. 그는 미국의 법무장관이 아니라 트럼프의 법무장관이라는 사실을 보여줬다. 특검 보고서를 대하는 그의 모습은 부끄러울 정도다. 그는 마치 트럼프의 변호인으로 착각할 정도의 처신을 하고 있다. 그래서 우리는 특검 보고서 전문을 확인해서 바 장관이 뭘 숨기는지 알아봐야 한다.
2. 뮬러 특검과 도널드 맥건 전 백악관 법률고문의 증언을 들어야 한다. 천마디 말보다 한번 보는게 낫다. 그리고 천장의 사진 보다는 하나의 비디오가 훨씬 낫다. 공개된 공청회에서 뮬러와 맥건이 증언하는 것을 보고 들으면 이번 수사 전모에 대해 더욱 이해할 수 있을 것이다.
3. 추가로 공청회를 열는 것이다. 수사를 계속해서 숨겨진 사실을 찾아내야 한다. 의혹을 더 발견할 수 있을 것이다. 핵심 관계자들이 공청회에서 증언하도록 해야 한다. 트럼프가 집권한 이후 행한 모든 불법 행위를 폭로하는 것이다. 미국인들은 대부분 읽지 않는다. 유권자 가운데 불과 1/3만이 특검 보고서를 보거나, 읽거나 듣고 있다. 하지만 공청회를 TV로 중계하면 대중의 관심을 끌어 탄핵에 반대하던 찬성하던 간에 여론을 응집시킬 수 있다.
4. 사실이 밝혀지면 트럼프를 탄핵해야 한다. 이미 그렇게 움직이고 있다고 믿는다. 단지 여론의 지지를 더 필요로 한다. 이는 연방상원이 트럼프 탄핵결의안을 통과시킬지 여부와는 무관하다. 공화당은 더이상 윤리적이거나 가족의 가치에 중시하는 정당이 아니다. 중요한 것은 연방하원에서 트럼프의 경멸스런 행위나 불법 행위에 대해 견책 또는 탄핵을 추진할지 여부다. 만일 하원에서 이를 추진하면 승산이 없는 트럼프로서는 재선에 출마할 이유가 없게 된다.
트럼프는 멕시칸을 강간범 또는 마약거래자라고 공공연히 칭하고 아프리카를 '거지 소굴 같은 나라(shithole countries)'라고 부르는 사람이다. 트럼프는 친나치주의자와 백인우월주의자들을 대단히 훌륭한 사람들이라고 치켜세우고 있다. 트럼프는 2016년 대선에 출마하면서 여성 두명에게 침묵의 대가로 돈을 지불한 사람이다.
트럼프는 주기적으로 '골드스타(전사자)' 가족과 우리의 국가정보원들의 명예를 훼손시키는 사람이다. 트럼프는 2년전 집권한 이후 무려 1만번 이상 거짓말을 한 사람이다. 나는 오래 살지는 않았지만 트럼프가 자유세계를 이끌어갈 지도자로서 자격이 없는 경멸스럽고, 부정직한 사람이라는 것은 안다. 그는 전세계에 대한 이 나라의 치욕이다. 그런 트럼프를 탄핵하지 않는다면 우리가 부끄러울 따름이다.
나는 여론의 충분한 지지를 확보한 후에 트럼프를 탄핵하기를 바란다. 다만 민주당 지지를 바탕으로 탄핵을 한다면 트럼프와 그의 지지층을 결집시키는 결과만을 초래하는 위험한 도박이 될 것이다.

To Impeach or Not to Impeach?
We have known for a long time Trump is a despicable human being. The Mueller report confirms what we know already. Even though Mueller did not find evidence that the Trump team “colluded” with Russia, there was plenty of evidence the Trump team welcomed Russia’s help. As for the obstruction charges, Mueller basically said Trump obstructed justice, but it wasn’t up to him to indict him. That job is Congress’s.
Notwithstanding the question whether Mueller should have charged Trump with obstruction of justice, we know at least that Trump tried like hell to obstruct, but could not, thanks to the obstruction of obstruction of justice by his staff and cabinet members. Because he did not get to actually obstruct, does that mean he is exonerated? I don’t think so. He is a crook who could not fool anybody.
Democrats must decide whether to impeach or not. Only 34% of voters believe Trump should be removed from office, even though only 39% approve of the job Trump is doing. 57% disapprove. 59% of the Democrats approve of impeachment proceedings to remove Trump. As expected, most Republicans do not approve of any impeachment effort. Most Democratic presidential candidates, except Elizabeth Warren, are treading lightly on this question. They don’t want to do anything to energize Trump’s base by starting an impeachment proceeding. So, what should the Democrats do? Here is the groundwork that needs to be laid:
1. Obtain the full Mueller report without the redaction. We can’t trust Barr to be a fair arbiter of justice. He has proven to be the Attorney General of the President, not the Attorney General of the United States. His handling of the report’s release has been shameful. He acted as if he was Trump’s lawyer. We must see the full report and see what Barr is hiding.
2. Have Mueller and McGahn testify. A picture is worth a thousand words. A video is worth a thousand pictures. Seeing and hearing Mueller and McGahn testify in an open hearing will help us understand his investigation better.
3. Hold more hearings. Investigate. Dig up more facts. There is more dirt to be found. Make the main players testify. Expose all the illegal acts Trump has done since taking office. Most Americans don’t read. Only a third of voters have seen, read, or heard about the report. Riveting hearings on TV will captivate the public and solidify the public opinion, whether it be for or against the impeachment.
4. Impeach, if the facts warrant it. I believe it already does. We just need more public support. It does not matter whether the Senate won’t pass the resolution to remove Trump from office. What’s important is that the House will do its job to censure or impeach the President for his despicable and unlawful behavior. If the House Democrats do its job, then Trump will have no chance to win and no reason to run for re-election.
Trump is the man who called Mexicans rapists and drug dealers. Trump is the man who called Africa shithole countries. Trump is the man who called Neo-Nazis and White Supremacists very fine people. Trump is the man who paid off two women to buy their silence while running for President. Trump is the man who disgraces Gold Star families and our intelligence agents. Trump is the man who has lied 10,000 times since he took office two years ago.
I haven’t lived long, but I have lived long enough to know that Trump is a despicable, dishonest human being who does not deserve to be the leader of the free world. He is our disgrace to the entire world. And not to impeach him will be a shame on us. I say, impeach him, but only after enough support is secured from the general public. Impeaching with only the support of the Democrats will be a risky bet.
